Minutes
of the Sevenhampton Parish Council Meeting
Held on Wednesday 29 March 2006
Present: Lesley Ball; Thomas Jackson; Alex
Ash; Ashley Tobin; Jon Davis.
- Apologies had been received from Charles Arkell and Bill
Jenkin . The minutes of the last meeting were taken as read and signed
as a true record of the proceedings.
- Matters arising:
- Affordable housing – the matter is on hold for
the time being until funding has been confirmed. It was agreed a letter
was to be written to the Chief Executive complaining about the failure
of the planning department to respond to requests from the Parish
Council for a site meeting.
- Wind turbines – the sub committee had met
twice. An information pack setting out the reasons the parish
council object to the wind turbine application would be finalised. This
will involve quite a lot of work and the clerk suggested each
councillor should assist - Charles Arkell had agreed to provide maps,
for example. The sub committee felt that it would be useful
to instruct planning specialists Hunter Page when the planning
application had been received. Funding for expert advice if and when
required, would be covered by Section 111 funding – to be
dealt with by the chairman. The chairman would also
investigate whether the Parish Council can accept donations from
Parishioners towards the cost of fighting the
application. The clerk to contact Mike Napper to
ask that the PC be informed immediately the application was received by
CDC. There is nothing more that can be done until a planning application has been submitted.

RUPPs – legislation is going through the House of
Lords and until the Bill which includes access/footpaths etc. has been
finalised, no action to be taken.
- Grass cutting
tender:
Three quotations had been received. A new
contractor had been appointed but only after the clerk had discussed
the matter in detail with him at a meeting to be held
shortly.
- Planning: 3 New Row
had been withdrawn. A planning application was to
be expected for Elsdon Barn shortly but the Enforcement Officer had
been several times to inspect the work being done so
far.
- Financial: Payments:
£50 donation to Andoversford School; £1000 transfer
to Way Forward a/c; Carey Emtage for grass cutting £575;
GAPTC sub £62.62 and Local Council Review sub
£14.00. Balances: Main a/c
£4272.07 and Leeds & Holbeck £4990.22
(interest £99.64 for the year)
- The next meeting which is the Annual Meeting of the Parish
Council is scheduled for 24 May and there being no other business the
chairman closed the meeting at
8.20pm.
