Minutes of Parish Council Meeting
held on Wednesday 16 November 2005

1. The chairman welcomed everyone and the Minutes of the last Meeting
and the Extraordinary General Meeting having been circulated were taken
as read and signed as a true record of the proceedings
2. Matters arising:
a) Affordable Housing – the
Chairman had received an Email from Martin Hutchings stating that a
preliminary site meeting had been held at the site without the
knowledge of the parish council. As the Chairman had, on numerous
occasions requested a site meeting in order to discuss a number of
points, a strong letter to be written to CDC pointing out that the
parish council should have been consulted and insisting that it was to
kept fully informed of any further developments. Martin Hutchings has
advised that the Architect for Gloucestershire Housing Association has
been asked for further plans to be drawn up to consist of 2 one bed, 3
two bed and 1 three bedroomed properties. No provision has been made
for garaging but there will be curtilage car parking. It was agreed
that the criteria question had been resolved but some members of the
Parish Council consider that the land opposite Chapel Cottages would be
a more suitable site. This point would be pursued with CDC
b) Wind turbines – following the
working party meeting on 10 November a postal ballot was to be held
under the auspices of the Electoral Reform Society at a cost of
£740 plus VAT. This would be classed as a Section 137 payment.
The wording to be “There is a proposal to erect two wind turbines
of 56 metres in height (approx. 183ft) at a location within the parish
of Sevenhampton. Would you be in favour of this proposal ?
Yes/No”. The ballot to be by second class mail with a closing
date of 9 December and result three days later.
c) RUPPs – It was agreed to take no further action until the consultation document was available.
d) Planning – Grange Farm House
bay window - refused, Spring Cottage extension, Gardener’s
Cottage conservatory, The Vicarage outbuildings and Gassons Farm cow
shed had all been passed. Apple Tree Cottage chimney stack was still
pending.
3. Financial: Receipts – 2nd payment precept £1125;
Payments – Clerk £352.64, Ashley Tobin for letterbox
£49.14; Balances – main account £7355.78 and Leeds
& Holbeck £3890.58.
4. Correspondence: Letters relating to alternative forms of energy would be addressed at the next parish council meeting.
5. Dates of future meetings: 18 January, 29 March, 24 May, 19 July, 20
September and 15 November 2006. The meeting was then closed and an
informal Question and Answer session took place. Proceedings ended at
