Minutes of the Extraordinary Parish
Council Meeting
held on 2nd November 2005

1. The chairman confirmed to the meeting that it had
been called purely to a) record the council's vote on the proposal to
hold a public ballot on the subject of the erection of wind turbines in
the parish. b) to discuss a course of action for the ballot
and c) for the Parish Council to consider a suitable response to a
letter received from Green Amps. By a unanimous show of
hands it was RESOLVED:
To hold a ballot, poll or other form of canvassing to establish the
views of the residents of the Civil Parish of Sevenhampton on the
proposal to erect two wind turbines within the parish
boundary. The cost of such a ballot not to exceed
£1000
2. It was proposed by Bill Jenkin, seconded by Thomas Jackson and further RESOLVED:
To set up a working party to consider the organisation of the ballot including:
i) the timing
ii)
wording on any ballot paper or questionnaire
iii) extent of the electorate
iv) issuing of papers
v)
public meetings related to the ballot
vi)
correspondence connected with the ballot
vii) counting of papers
viii) publication of the results, and
ix)
any other matter related to the ballot
The working party to consist initially of all parish councillors.
In order to obtain expert advice and also to redress any perceived
imbalance within the working party it may subsequently be augmented by
any other persons thought fit by not less than four parish
councillors. The working party will report to the parish
council meeting planned for 16 November 2005 or, if necessary, to an
extraordinary parish council meeting called to consider and act upon
the report.
3. A letter had been received from Green Amps which was discussed fully. It was RESOLVED:
That a response to the letter would be drafted by the Chairman and
informal legal advice taken to avoid any contentious issues arising
therefrom.
