Minutes of the Parish
Council Meeting
held on
Wednesday 28th September
2005
1. The Vice-Chairman opened the meeting which was well attended. Apologies had been received from Lesley
Ball. The minutes of the last meeting,
having been circulated, were approved unanimously as an accurate record of the
meeting and signed by the Vice-Chairman.
2. Matters arising:
a)
Affordable housing – A
response to the questions raised at the last meeting had been received
from Cotswold District Council, these were considered unsatisfactory and would
be addressed at the proposed meeting with CDC officials which the chairman had
been unable to set up despite repeated requests. It was agreed that if it
proved impossible to arrange the meeting on site then two or three members of
the PC should meet them in Cirencester.
b) Derelict cars – had now been removed.
c) Web site – still work to be done on local clubs but after discussion
it was proposed by Thomas Jackson, seconded by Alex Ash and unanimously resolved
that the Council approve expenditure of up to £100 per annum for the purchase of
web space and the hosting thereof
d) RUPPs – Charles Arkell advised that clients of his were obtaining
Counsel’s Opinion about the proposed upgrading and there had been some local
objection to TROs because it could impact on farmers using the tracks. The NFU cannot take any action until the
consultation document is received so no further action was to be taken until
then. In the meantime the clerk was to
contact the police/GRCC/GAPTC to see if any other councils had contacted them
regarding the matter.
3. Wind turbines – following the presentation at Shipton the previous
evening a discussion took place with audience participation. It was proposed by Thomas Jackson, seconded
by Alex Ash and resolved that a public meeting be held at a date to be arranged
to which all parties involved would be represented. The clerk would deal with a letter from Rod
Francis.
4. Planning – 61 Sevenhampton had been withdrawn. Grange Farm House bay window and Gardeners
Cottage conservatory were doing the rounds.
Spring Cottage, The Vicarage Sevenhampton and Gassons Farm new
outbuilding were pending. The Old
Forge, Hillview chimney and 57 Sevenhampton had been
passed.
5. Financial – Payments: £385.87 Aon Insurance; Balances: Main
Account £6632.56 and Leeds & Holbeck
£3890.58
6. The
next meeting was confirmed as 16 November and there being no other business the
Vice-Chairman closed the meeting at 9.25pm |
