Minutes of the Parish Council Meeting
held at Rhodes Memorial Hall
on Wednesday 17 March 2004


Present:Mrs L Ball (Chairman); Mr T Jackson; Mr A Tobin; Mr J Davis
  1. The chairman asked the clerk to read the minutes of the last meeting which were unanimously approved, signed and dated.   Apologies had been received from Charles Arkell, Bill Jenkin and Alex Ash.
  2. Matters arising:
    1. a)Speed limits – it was confirmed work would be started shortly.
    2. b)Bus shelter – the oak structure has now been erected. 
    3. c)Broadband update – to be reported on at the May meeting
    4. d)Highway Maintenance Meeting ditto
  3. Way Forward Statement:  Following the annual parish meeting a number of ideas would be investigated and a new Statement issued at the May meeting
  4. Planning – the resubmitted plans at Hampen Farm had been passed as had the porch at Colnside; the minor amendment to Bell Cottage, the satellite dish at Brockhampton Park and the revised plan for Grange Farm House were all pending.  There was to be a special meeting held regarding the proposed Elsdon Barn conversion. 
  5. Financial:Part of the grant for the bus shelter had been received from CDC in the sum of £498.39 and payments made to SLCC £57.00, Carey Emtage for grass cutting for 2003 £340.00; the Clerk £342.52; Local Council Review sub £12.50; Neil Suckling for work on the bus shelter £213.37.   A transfer had been made to Leeds & Holbeck in respect of the Way Forward balance in the sum of £2312.91 leaving a balance on the account of £4209.82.   The balance in the Leeds & Holbeck therefore stood with £45.98 interest at £3029.89.
  6. Correspondence:
    1. The grass cutting tender from Carey Emtage for 2004 was accepted in the increased sum of £450
    2. a letter from Gill Gardner at the Quarry regarding car parking was hopefully to be sorted out without the parish council becoming involved but if necessary a letter to be written
    3. Gill Hyatt’s letter had been dealt with at the earlier meeting
    4. a letter from Mrs Whittle regarding dog fouling would be dealt with by the clerk and notices would be issued reminding people to remove their dog mess otherwise the use of bins would be investigated.   The matter was to be mentioned in Village Live.
  7. The date of the next meeting was 05 May which was the annual parish council meeting and the chairman closed the meeting at 8.15pm.
